The One Million Splotz of Glue Campaign

I should probably not use the word tool. I am looking for a programmer or a webapp.

Specifically, I want to build an online community todo list. Sort of a mashup of 43Things and Digg where people can create their community todo lists and others can connect and offer support.

Does this exist anywhere? If not, can you help me build it?
